Governed memory is a property of a Context General Intelligence system in which provenance, permission, contradiction handling and deployment boundaries are structural rather than merely promised.
Governance here is not a review screen placed after generation. It is part of what becomes eligible context, how conflicts are represented and what receipts remain after hand-off.

The difference
Retrieval is a search step. Governed memory is a standard the knowledge has already met.
A retriever can return the stale procedure and its replacement because both are relevant. Governance begins where relevance stops: lineage, authority, effective time, permission and a record of the decision.
